A Warning for Keir Starmer from His Own Past: Without Boldness regarding Britain's EU Exit & the EU, His Party Challengers Might Be.

Seven years ago, a mere a short phrase to electrify a Labour conference demonstrating Labour was falling out of love with its then leader. While not precisely stirring rhetoric, the phrase met with rapturous applause as most of the hall stood for spontaneous acclamation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, blinking in surprise. He was unaccustomed to his addresses having such an effect. All he had said was: "Nobody is ruling out staying in the EU". But context is everything.

In that darkly divisive time in 2018, straying from the prepared script like this was always going to be seen as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize leave supporters in key constituencies above the Europhile sentiments within Labour. In just one speech, this seemingly cautious shadow Brexit secretary was transformed – albeit temporarily – into a political gambler who championed most Labour MPs, members and voters against the leadership he would later replace.

The Shift in Position & Settled Debates

In the years since, much has happened, especially for Starmer himself. One of his first acts upon assuming leadership in 2020 was declaring the Brexit issue had been settled by the previous year’s general election. During the most recent campaign, he repeatedly emphasised manifesto “red line” commitments that forbade rejoining the EU, the single market or a customs union.

Like his predecessor, the PM's approach has been to pursue Brexit-y voters in key seats, even if polling evidence indicates many of them have died or changed their minds.

Pressure Building on Europe

However, the tables have turned and the prime minister’s turn to be an embattled party leader. While EU relations may not be the boiling pot in UK politics, a lid which was firmly shut since Brexit is beginning to rattle again.

The Prime Minister and Chancellor have ramped up their language about the devastation that leaving the EU has caused to Britain's economic standing. It’s a useful stick to criticize the Reform UK leader, who now rarely mentions his flagship policy was his primary goal and is still his sole political accomplishment.

And yet, the scale of the damage, reportedly has resulted in a national economy that is significantly diminished compared to EU membership, towers over the micro-mitigation thus far implemented by ministers. Starmer’s so-called relationship reset agreed with Brussels in 2024 provides gains quantified in fractions of a percent.

Cabinet Divergence & Bolder Ideas

The chancellor is one of those trying to overcome long-standing interior ministry opposition to a broader scheme designed to boost growth program for young people allowing young people can travel between the UK and the EU to study or work.

David Lammy muses openly regarding the “self-evident” benefits of being in a customs union with the EU, as several Labour backbenchers, such as the head of the powerful finance committee, recently supported an opposition proposal on customs union membership.

Although the Europe minister, the minister in charge of UK-EU relations, who is now attending every cabinet meeting, insists the firm boundaries remain unchanged, there exist avenues to work around them. A proposal involves declaring the commencement of negotiations now for a more ambitious agreement, to be featured in the next manifesto, to be enacted only after Labour won a fresh mandate.

The Prime Minister's Fundamental Doubts

Yet, Starmer has most recently pouring cold water again by warning a return to an EU customs arrangement could undermine the trade pacts with America, which he regards as signature achievements of his premiership.

Reportedly that Starmer's doubts run even deeper, and is rooted in three further factors.

  1. First, he believes a customs pact is now much harder because his ministers actively diverging from EU regulations in numerous sectors, including the environment.
  2. Secondly, the prohibitive cost set for the UK to join a European defense initiative and the subsequent collapse in talks has led UK negotiators that European nations are less interested in cutting special deals to the UK than in demonstrating that Brexit does not work.
  3. Thirdly, the new US national security strategy, praised by Moscow, is viewed by key advisors in Number 10 as grounds for Britain to maintain distance from Europe.

A Bizarre Document and Geopolitical Calculations

This bizarre and terrifying document asserts Europe is threatened by “civilizational erasure” because of immigration. It contains only one reference to Britain, found on a suggestion that Donald Trump’s administration may interfere in British politics to encourage the rise of nationalist movements.

However, instead of deciding that this makes America an unreliable partner, the government is worried that aligning closer with Europe could upset the global balance by risking precarious American backing for Ukraine, Nato and much more besides.

Leadership Speculation & The Echo of 2018

All of which brings us back to 2018. Starmer has always said that address was not an attempt to become leader but merely an attempt to keep open the “option” of staying in the EU being on the ballot paper. In fact, in those days, Starmer still favoured a tailored trade agreement similar to the one he currently seems to reject.

But it’s not been lost on the Prime Minister's office note that Wes Streeting, who just about everyone assumes would be a candidate for the leadership, is among a group of senior ministers letting it be known they want to go further on Europe.

Staff for Angela Rayner, another likely contender in a future race to replace Starmer, maintain she refuses to comment on her position regarding a customs pact because it would only “fuel unnecessary gossip”.

The Clear Danger and A Prudent Reminder

The danger is obvious. Should the PM reject significant moves towards a close relationship, he cedes ground to claim the territory where most of Labour MPs, members and voters are to be found.

It would be prudent of him to remember the effect that a short phrase had for him seven years ago. Potential pathways for a big offer on EU relations which the PM ought to consider; he should prise them open himself, rather than letting rivals adopt them as their own.
